Chelsea fined £10m and handed suspended two-window registration ban

Chelsea have received a £10m fine after admitting 74 breaches of Football Association rules, alongside a suspended ban on registering players for two consecutive transfer windows. The disciplinary case concerns agents, intermediaries and third-party investment in players during Roman Abramovich's ownership.

The registration ban is suspended until 30 June 2027, with the FA able to seek its activation if Chelsea commit similar breaches before then. An independent appeal board imposed it in place of a suspended six-point deduction after the club challenged that penalty. The £10m fine was not appealed.

The new owners alerted the football authorities to the breaches in May 2022 while buying Chelsea from Abramovich. The disciplinary panel praised the club for reporting the offences and co-operating during the hearing.

Chelsea said in a club statement that they had supplied regulators with thousands of documents voluntarily and proactively after reporting the potential breaches in 2022. The club had already reached settlements with UEFA and the Premier League over the same matters, and said the conclusion of the FA process meant that “this brings all regulatory proceedings against the club to a close”.
